Rental subsidies: Youth Bonus and State Housing Plan

The Youth Rental Bonus (RD 42/2022) helped people under 36 pay their rent. Its 2022-2025 Plan is ending and is replaced by the new State Housing Plan 2026-2030 (RD 326/2026), featuring youth emancipation and general rental subsidies. What is new, and the law that applies

  • Real Decreto 326/2026, of 22 April, which regulates the State Housing Plan 2026-2030 (BOE of 23 April 2026, in force on 24 April 2026). It replaces the 2022-2025 Plan.
  • The new plan maintains the rental subsidy for young people as an emancipation subsidy (up to 35 years old) and renews the general rental subsidy for people with low incomes, which already existed in the previous plan.
  • It raises the income limit from 3 to up to 5 times the IPREM and the eligible rental price up to €1,000 per month, and extends the duration of the youth emancipation subsidy to a maximum of 4 years.
  • The Youth Rental Bonus of RD 42/2022 (2022-2025 Plan) continues to govern the subsidies already granted. Its calls for applications have been closing in 2026 in many communities as the allocated budget runs out.
  • Management remains autonomous: each community publishes its call, deadlines and specific amounts through an agreement with the Ministry of Housing and Urban Agenda.

What are rental subsidies and which one is active in 2026?

These are public subsidies for tenants that cover part of the rent for their main home or a room. There are two main routes: the Youth Rental Bonus, created by Real Decreto 42/2022 within the State Plan for access to housing 2022-2025, and the rental subsidies of the State Housing Plan, which are renewed in 2026 with the 2026-2030 Plan.

As of 16 July 2026, the current framework is Real Decreto 326/2026, of 22 April, which regulates the State Housing Plan 2026-2030, in force since 24 April 2026. This plan replaces the 2022-2025 one and includes two lines for renters: the general rental subsidy and the rental subsidy for the emancipation of young people, which is the successor to the Youth Rental Bonus.

In both cases the State sets the framework, but the autonomous communities (and Ceuta and Melilla) are the ones that call for applications, resolve them and pay. For this reason, the deadlines, the exact income limit and the specific amounts can vary from one community to another. Who can apply for them?

Youth emancipation subsidy (and former Youth Rental Bonus): you must be up to 35 years old inclusive at the time of applying, reside legally in Spain, be the holder of a lease agreement for your main home (or room, or assignment of use) and not exceed the income limit.

General rental subsidy: people and families with low incomes, with no age limit, holding a rental contract for the property that constitutes their habitual and permanent residence.

The income limit is calculated based on the entire cohabitation unit (the people living in the property). In the Youth Rental Bonus of the 2022-2025 Plan the limit was 3 times the IPREM. In the 2026-2030 Plan it rises to 5 times the IPREM, with expanded brackets for large families, people with disabilities or victims of terrorism.

How much is paid and for how long?

Youth Rental Bonus (2022-2025 Plan): €250 per month, limited to the monthly rent amount, for 2 years (up to €6,000 in total).

2026-2030 Plan: the youth emancipation subsidy reaches up to €300 per month for a period that can reach 4 years. The general rental subsidy covers a percentage of the rent that can be very high, up to almost the entire rent in the case of certain vulnerable groups, and is granted for a period of between 2 and 5 years depending on the group.

The rental price cannot exceed certain limits to give the right to the subsidy. In the previous Bonus, €600 per month per property (expandable to €900 by agreement of the community) and €300 per room. In the 2026-2030 Plan, up to €1,000 per property and lower limits per room.

What documentation do I need?

Generally: DNI or NIE (Foreigner Identity Number) of the applicant and the cohabitation unit, a lease agreement in accordance with Ley 29/1994 (the Spanish Urban Leases Act), an empadronamiento (town hall registration) certificate proving habitual residence, proof of income (tax return or certificate from the AEAT, the Spanish Tax Agency), proof of rent payment and a bank account number.

Depending on your situation, you may also be asked for a family book, a disability certificate, a large family title or documentation proving other groups with special conditions.

In the Youth Rental Bonus, if you did not yet have a home when applying, you were given a deadline (3 months from the resolution) to provide the contract and the empadronamiento. In the 2026-2030 Plan, the details are set by each autonomous community's call for applications.

When can I apply for it?

It depends on the call for applications of your autonomous community. During 2026, many calls for the 2022-2025 Plan have been closing in different communities as the allocated budget runs out, while the communities prepare the new calls for the 2026-2030 Plan, expected, according to the communication from the Ministry of Housing and Urban Agenda, throughout the second half of 2026. The specific status varies from one community to another, so it is advisable to check your community's portal before assuming it is open or closed.

Funds are limited and applications are processed in order until the budget is exhausted, so applying as soon as possible is decisive. Managora monitors the opening of your community's call for applications and leaves your file ready to be submitted on the very opening day.

What changes with the State Housing Plan 2026-2030?

Real Decreto 326/2026 replaces the 2022-2025 Plan and updates the rental subsidies. The Youth Rental Bonus gives way to the rental subsidy for the emancipation of young people, equally aimed at those under 36 years of age.

The main changes: the income limit rises from 3 to 5 times the IPREM, the rental price that gives the right to the subsidy rises to €1,000 per month, and the duration of the youth emancipation subsidy is extended to a maximum of 4 years. Management and calls for applications by the autonomous communities are maintained through agreements with the Ministry of Housing and Urban Agenda.

    Check that you meet the requirements(Before applying)

    Verify age (up to 35 years inclusive for the youth subsidy), income of the cohabitation unit against the IPREM, valid rental contract and that the rent does not exceed the limit. Managora does this screening before processing anything.

    Locate the open call in your community(According to the autonomous community call)

    The subsidy can only be requested when the autonomous community has an active call. Managora identifies if your community's call is open or when it opens.

    Gather the documentation

    DNI or NIE, lease agreement, empadronamiento certificate, proof of income, proof of rent payment and bank account number.

    Submit the application at the electronic office(Within the call deadline)

    The application is submitted electronically at the electronic office of the housing department of the autonomous community, within the deadline of the call. Managora submits it on your behalf.

    Respond to a possible request for correction(Usually 10 working days)

    If the Administration detects that a document is missing, it requests its submission. It is advisable to respond immediately so as not to lose your turn.

    Resolution and payment(As resolved by each community)

    Once the subsidy is granted, it is paid periodically into the indicated account as long as the requirements and rent payment are maintained.

A worked example

A 30-year-old person with a rental contract of €650/month and an annual income of €19,000 (below 5 times the IPREM), who applies for the youth emancipation subsidy of the 2026-2030 Plan.

  • Age: 30 years old, within the limit of 35 years inclusive.
  • Income: €19,000 per year, below the limit of 5 times the IPREM.
  • Rent: €650/month, below the limit of €1,000/month, therefore giving the right to the subsidy.
  • Indicative maximum amount: €300/month x 24 months = €7,200 in the first two years.

Up to around €7,200 in the first two years, within a subsidy period that can reach 4 years. The exact amount and total are set by the call for applications of your autonomous community.

Can I apply for the Youth Rental Bonus in 2026?

It depends on your community. Many calls for the 2022-2025 Plan have closed due to exhausted funds. In 2026 the framework becomes the State Housing Plan 2026-2030, whose youth emancipation subsidy is expected to be called by the communities in the second half of the year. Up to what age can I apply for it?
