Rental subsidies: Youth Bonus and State Housing Plan

These are public subsidies for tenants that cover part of the rent for their main home or a room. There are two main routes: the Youth Rental Bonus, created by Real Decreto 42/2022 alongside the State Plan for access to housing 2022-2025, and the rental subsidies of the State Housing Plan, which are renewed in 2026 with the 2026-2030 Plan.

As of October 2026, the current framework is Real Decreto 326/2026, of 22 April, which regulates the State Housing Plan 2026-2030, in force since 24 April 2026. This plan replaces the 2022-2025 one and, for tenants, regulates the general rental subsidy, the rental subsidy for the emancipation of young people and a specific subsidy for especially vulnerable people. The Youth Rental Bonus has not disappeared: some autonomous communities are still calling for applications in 2026 with state funds from previous years.

In all cases the State sets the framework, but the autonomous communities (and Ceuta and Melilla) are the ones that call for applications, resolve them and pay. For this reason, the deadlines, the exact income limit and the specific amounts can vary from one community to another. Neither the Youth Rental Bonus nor the 2026-2030 Plan applies in the Basque Country and Navarre, which run their own programmes. Youth emancipation subsidy (2026-2030 Plan): be up to 35 years old inclusive when applying, hold Spanish, EU, EEA or Swiss nationality or have legal residence in Spain, hold a lease for a home or a room (or an assignment of use), or be in a position to sign one, and not exceed the income limit. You cannot own or have the usufruct of a home in Spain, save for exceptions, or be related to the landlord in the first or second degree.

General rental subsidy: adults with low incomes, with no upper age limit, holding a rental contract for the home or room that is their habitual and permanent residence.

The income limit is not calculated in the same way for each subsidy. In the youth subsidy of the 2026-2030 Plan only the applicant's income counts: up to 5 times the IPREM (Spain's public income benchmark), 5.5 times with a disability of 33% or more or for the child of a victim of gender violence, and 6 times with a disability of 65% or more. In the general subsidy the income of everyone living in the home is added up: up to 5 times the IPREM, 5.5 times for general-category large families, single-parent families, people with a disability of 33% or more or victims of terrorism, and 6 times for special-category large families or a disability of 65% or more. In the Youth Rental Bonus the limit is 3 times the IPREM, also adding up everyone who lives there. If you rent a room in a shared home, only your own income counts in the general subsidy and in the Bonus.

The IPREM is calculated over 14 payments. With the IPREM in force in 2026 (€600 a month), 5 times the IPREM is €42,000 of annual income and 3 times is €25,200.

Youth Rental Bonus (2022-2025 Plan): €250 per month, limited to the monthly rent amount, for 2 years (up to €6,000 in total).

Youth emancipation subsidy (2026-2030 Plan): up to €300 a month if you rent a home and up to €200 if you rent a room, never more than 60% of the rent. It is granted for 2 years and the community may extend it for up to 2 more, as long as you still meet the requirements.

General rental subsidy (2026-2030 Plan): up to €250 a month for a home and €150 for a room, which can rise to 40% of the rent depending on your dependants or disability, for 2 years extendable for 2 more. Victims of gender violence, evicted or homeless people and other especially vulnerable groups have their own subsidy of up to €1,000 a month (up to 100% of the rent), plus up to €300 a month for community fees, insurance and utilities, for a maximum of 5 years.

The rent has a ceiling to qualify for the subsidy. In the Youth Rental Bonus, €600 a month for a home and €300 for a room, which can rise to €900 and €450 if the community agrees it with the Ministry. In the 2026-2030 Plan, €1,000 for a home and €600 for a room; in the youth subsidy, €500 and €250 in municipalities of 10,000 inhabitants or fewer. Communities can raise these ceilings with the Ministry's approval and, in the general subsidy, without that agreement, up to €1,600 for large families, single-parent families or people with a disability of 33% or more.

Generally: DNI or NIE (Foreigner Identity Number) of the applicant and the cohabitation unit, a lease agreement in accordance with Ley 29/1994 (the Spanish Urban Leases Act), an empadronamiento (town hall registration) certificate proving habitual residence, proof of income (tax return or certificate from the AEAT, the Spanish Tax Agency), proof of rent payment and a bank account number.

Depending on your situation, you may also be asked for a family book, a disability certificate, a large family title or documentation proving other groups with special conditions.

You can apply even if you have not yet signed the lease. In the youth subsidy of the 2026-2030 Plan you will have two months from notification of the award to sign the contract and two months from the decision to provide the empadronamiento; the subsidy is conditional on both steps. In the Youth Rental Bonus the deadlines are two months for the contract and three for the empadronamiento, counted from notification of the award.

It depends on your autonomous community's call for applications. The rental and youth emancipation subsidies of the 2026-2030 Plan can be granted with effect from 1 January 2026, and the youth subsidy must be offered through open, continuous and permanent calls. Each community decides when to open its call, so it is advisable to check your community's portal before assuming it is open or closed.

Calls for the Youth Rental Bonus are still being published in 2026 in some communities with state funds from 2024 and 2025: for example, Asturias opened one in January 2026, with applications dealt with in order of submission until the budget is exhausted, and the Balearic Islands set an application period from 1 to 30 September 2026. Real Decreto 326/2026 replaces the 2022-2025 Plan and updates the rental subsidies. For young people it regulates the rental subsidy for the emancipation of young people, likewise aimed at those aged up to 35 inclusive. Real Decreto 42/2022, which regulates the Youth Rental Bonus, has not been repealed and still governs its calls and the subsidies already granted.

Compared with the Youth Rental Bonus, the main changes are: the subsidy rises from €250 to a maximum of €300 a month, capped at 60% of the rent; the income limit goes from 3 to 5 times the IPREM and only the young person's income counts; the rent that qualifies rises to €1,000 a month (€600 for a room); and the subsidy lasts 2 years, extendable for 2 more. Management and calls remain with the autonomous communities, through agreements or transfer decisions of the Ministry of Housing and Urban Agenda.
