New VTC authorisation (private hire vehicle with driver)

New VTC authorisation (private hire vehicle with driver) is filed with Dirección General de Transportes de la comunidad autónoma de domiciliación. With Managora you do it 100% online: you answer a few questions, sign a digital mandato (power of representation) and we draft, sign and file your application for you. Estimated total cost: from €890. Official tasa (government fee): Regional issue tasa (official fee), PER VEHICLE, set and updated each year by your region's fee act (we confirm the amount in force before filing; there is no single national figure). On top of that, and this is what really costs money: the VEHICLE, which in practice must be battery electric, fuel cell or hydrogen powered, because in regions with air quality zones over the limits art. 99.5.a LOTT requires refusal if it is not. And the passenger public liability insurance.

We prepare and file your VTC authorisation application with the autonomous region, and we answer any requests for further information. Before charging you we check the two things that decide the outcome: whether it can be applied for in your region today (in several it is suspended or applications are being refused) and whether your vehicle passes the environmental filter of art. 99.5 LOTT (Spain's land transport act). We handle the application and defend it; the decision to grant belongs to the administration, and anyone who promises you a licence is lying to you.

This procedure is quoted case by case, not sold at a list price

the grant depends on your autonomous region (in July 2026 several have suspended new authorisations or are refusing them) and on your vehicle's powertrain. We check your case and tell you whether it can be applied for today before charging you anything. Tell us about your case and we will look at it: the quote is free and without obligation, and we confirm it in writing before we start.

New VTC authorisation (private hire vehicle with driver): how is it filed?

  1. 1We first ask you about your region and your vehicle's powertrain, which is what decides whether this works.
  2. 2If applications cannot be made in your region today, we tell you and we do NOT charge you. We offer to buy a licence for you or to challenge the moratorium.
  3. 3Fixed quote and filing of the application, including answering any requests for further information.
  4. 4If it is refused, we appeal (see recurso_denegacion_autorizacion_vtc).

Which documents do you need?

  • NIF or CIF (tax ID) of the applicant.
  • If you are a company: deed of incorporation with public passenger transport EXPRESSLY stated in the corporate purpose (authorisations are not granted to comunidades de bienes, unincorporated joint ownerships).
  • Tax registration under heading 721.2 of the IAE (business activities tax), via modelo 036 or 037.
  • Ficha técnica (technical data sheet) and permiso de circulación (registration document) of the vehicle.
  • Passenger public liability insurance policy.
  • Certificates showing you are up to date with the AEAT (Spanish Tax Agency) and the Seguridad Social (Social Security).

Legal basis and things to bear in mind

  • WE DO NOT CHARGE BLIND. Before you pay, we check the region where the authorisation will be based and the vehicle's powertrain. In July 2026 some regions have suspended new grants and others are refusing them on traffic or air quality grounds: charging for an application there would be charging for the impossible.
  • POWERTRAIN: if the vehicle is not zero emission (BEV, FCEV or HICEV), refusal is almost certain in regions with air quality zones over the limits (art. 99.5.a LOTT). This has to be said before you buy the car.
  • MYTHS TO BE DISMANTLED: you do NOT need seven vehicles (the minimum in art. 181.2 ROTT was annulled by the Tribunal Supremo (Spanish Supreme Court) in 2018), nor professional competence, nor a transport manager, nor good repute, nor financial standing. Half the sector is still charging for that.
  • THE 1/30 RATIO is still written into art. 48.3 LOTT, but the CJEU (case C-50/21, 8-06-2023) held that protecting the economic viability of the taxi trade is a purely economic aim and does not justify it, and the Tribunal Supremo orders decisions to be taken without applying it (STS 41/2024, STS 474/2024). Honest wording: the ratio has not been repealed, but they cannot refuse you by simply invoking it.
  • The tax registration and the company are NOT new procedures: we reuse modelo_036, modelo_037, alta_iae_modelo_840 and constitucion_sl, pre-filling heading 721.2.
  • Verified framework: LOTT arts. 42.1, 43.1, 48.1, 48.3 and 99.4 to 99.7; ROTT arts. 181 and 182.
