Import study for your goods: TARIC code, duties, VAT and controls

Import study for your goods: TARIC code, duties, VAT and controls is filed with TARIC, arancel integrado de la Unión Europea (consulta por código y origen) y Agencia Tributaria, Aduanas. With Managora you do it 100% online: you answer a few questions, sign a digital mandato (power of representation) and we draft, sign and file your application for you. What we charge you: from €199. Official tasa (government fee): No official fees: the study involves no payment to the authorities and the price covers everything. The customs duties, import VAT and other taxes we calculate in the report are paid by whoever is the importer when the goods are cleared, as are the fees for any controls, licences or registrations the report identifies: they are not included in this price.

Before you buy, we tell you in writing how much it will cost to import your goods and what customs will require. For each product we reason its 10-digit TARIC code and work out the customs duty (and the preferential rate, if the origin allows it), any anti-dumping and other measures in force, import VAT and any other taxes that apply, with a worked example of the cost, and we list the controls, registrations and documents you need. The customs declaration is lodged by the importer itself or by a registered customs representative; we leave the study ready for you with everything that declaration needs.

Practical guide: Importing and exporting: EORI, DUA and customs. Requirements, deadlines and the steps, explained.

Import study for your goods: TARIC code, duties, VAT and controls: how is it filed?

  1. 1Answer the questions (around 10 minutes), describe each product and upload its technical data sheets and photos.
  2. 2Payment: 199 € for one product, 399 € for 2 to 5 products and 699 € for 6 to 15 products (VAT included). With more than 15 products we quote you on the chat before you pay.
  3. 3We classify each product under its 10-digit TARIC code, applying the General Rules for the Interpretation of the Combined Nomenclature, and check in TARIC, for its origin and as at the date of the report, the duties and measures that affect it. If a technical detail is missing to settle a code, we ask you through your case file.
  4. 4We deliver a written report, product by product: the reasoned tariff code; the conventional and the preferential duty, with the proof of origin required; anti-dumping, countervailing and safeguard measures, tariff quotas and suspensions; import VAT and whether deferring it suits you; excise duties, the plastic packaging tax, the fluorinated gases tax or CBAM if they apply, and the fixed 3 euros duty if you make distance sales in consignments of up to 150 euros.
  5. 5The report also covers the controls and registrations your goods require (SOIVRE, health, veterinary or phytosanitary checks, CITES, dual-use, cosmetics, producer registration for electrical equipment and batteries, packaging, deforestation and, for a rare earth, a magnet or a controlled mineral, China's export controls), the documents the customs declaration will need, an estimate of the total cost with a worked example, and whether you should apply for a binding tariff information decision.
  6. 6The customs declaration is lodged by the importer itself or by a registered customs representative; we leave the study ready for you with everything that declaration needs. If your goods require a registration, a licence or a certificate that we can file on your behalf (for example, packaging producer registration, a CITES permit or binding tariff information), we handle it for you as a separate procedure. For those we cannot file ourselves, such as the Chinese export licence, which your supplier applies for, or the SOIVRE inspection, which the importer or its customs representative requests, the report tells you who applies and what has to be provided.

Which documents do you need?

  • •Technical data sheets, catalogues or photos of each product, with its label and packaging if you have them.
  • •The supplier's offer, order or pro forma invoice, if you already have it.

Legal basis and things to bear in mind

  • The customs declaration is lodged by the importer itself or by a customs representative registered with the AEAT: we do not lodge it. Since 14-10-2025 goods are imported with the H1 declaration (H7 for low-value consignments), and the old import DUA is no longer used.
  • The tariff code we reason is our professional classification, not a customs decision: customs can review the declaration and notify a debt up to 3 years after it is incurred (5 to 10 if the facts could give rise to criminal proceedings). Binding tariff information gives certainty: it is free of charge (sample analysis may be charged), customs has 30 days to accept the application and 120 to decide, it is valid for 3 years, unless it is revoked or ceases to be valid earlier, and it binds customs only in respect of its holder.
  • Import VAT is assessed by customs on the customs value plus the duties, taxes and other charges due on importation (other than VAT itself) and the costs up to the first place of destination in the EU. Anyone who files VAT monthly can defer it to their modelo 303 (box 77) by opting with the modelo 036 in November: from 1 to 30 November 2026, with effect from 1-1-2027. Any amount not included in the 303 goes straight to enforced collection.
  • Since 1-7-2026 there is no longer a duty exemption for consignments of up to 150 euros: until 1-7-2028, distance sales pay a fixed duty of 3 euros per category of items (same tariff classification) in the consignment, and from 1-11-2026 the 2 euros Union handling fee is added.
  • Anti-dumping and countervailing duties are set by product and by origin, and can be extended to goods routed through a third country or slightly modified to avoid them. Suspensions and tariff quotas do not apply automatically: they must be claimed in the declaration, and quotas are allocated on a first-come, first-served basis. The report reflects the measures in force in TARIC on the date we sign it.
  • If the goods have already arrived, they can remain in temporary storage for a maximum of 90 days: within that period they must be declared for a customs procedure or re-exported.
  • China requires an export licence, which the Chinese supplier applies for to MOFCOM and which MOFCOM decides within 45 working days of accepting the application, not counting the time taken by its checks, for samarium, gadolinium, terbium, dysprosium, lutetium, scandium and yttrium and for samarium-cobalt magnets and NdFeB magnets containing terbium or dysprosium; the application comes with an end-user certificate signed by whoever will use the product. The control announcements of 9-10-2025 are suspended until 10-11-2026.
