Waste dealer or broker prior notification
Waste dealer or broker prior notification is filed with Órgano de medio ambiente de la comunidad autónoma de su sede social (Registro de producción y gestión de residuos). With Managora you do it 100% online: you answer a few questions, sign a digital mandato (power of representation) and we draft, sign and file your application for you. What we charge you: €199. Official tasa (government fee): The autonomous community of your registered office may charge a fee (tasa) for the notification or for entry in its waste register, at the amount set by its fees law. It is not included in the price: if there is one, you pay it separately and we tell you the exact amount before filing. If the law requires you, as a dealer, to take out insurance or a financial guarantee, its cost is also at your expense: before filing, we tell you whether it applies to you.
We file your prior notification as a waste dealer or broker with the autonomous community of your registered office: the registration needed by anyone who buys and sells waste or arranges its recycling for others, and the one the European Union requires to arrange shipments of scrap and other waste abroad. We assign the LER codes, fill in your community's form, file it under your mandate and hand you the receipt and the registration.

Legal basis and things to bear in mind
- Professional waste carriers, dealers (negociantes) and brokers (agentes) file a prior notification with the autonomous community of their registered office. The notification is entered in the Registro de producción y gestión de residuos (waste production and management register) and is valid throughout Spain. If you also carry waste professionally, that must be notified too: tell us on the chat.
- A dealer (negociante) is anyone who buys waste and then sells it on their own account; a broker (agente) is anyone who arranges its recovery or disposal on behalf of others. Both count even if they never take possession of the waste. Anyone who stores or treats waste at their own facility, by contrast, needs a waste management authorisation.
- Your activity must match what you declared in the notification. If you start handling other types of waste or change activity, it is advisable to update it; and if you stop the activity, it is cancelled with a declaración responsable (sworn statement).
- Since 21 May 2026 most of Regulation (EU) 2024/1157 on shipments of waste applies, and procedures are carried out electronically through a central EU system. A shipment of green-listed waste for recovery can only be arranged by a dealer or broker who is registered, with the Annex VII document completed at least 2 working days before the shipment starts and a contract with the consignee.
- Shipments that need prior written notification and consent (hazardous waste, unclassified waste or waste destined for disposal, among others) also require a dealer to be registered in order to notify them, and the dealer or broker must attach the written authorisation of whoever produced or collected the waste. From 1 January 2027, all waste electrical and electronic equipment shipped within the EU moves to this regime.
- Exporting waste for disposal outside the EU is prohibited, except to some EFTA countries and subject to conditions. From 21 May 2027, green-listed waste may only be exported to non-OECD countries that appear on the European Commission's list.
- This service covers the notification and its registration. It does not include preparing each shipment or the export declaration at customs: the customs declaration is lodged by your company or by a registered customs representative; we can prepare the documents for each shipment as a separate engagement.
