CITES import or export permit and CITES certificates (protected species)

CITES import or export permit and CITES certificates (protected species) is filed with Sede electrónica del MITECO, procedimiento Permiso / certificado CITES (Dirección General de Biodiversidad, Bosques y Desertificación). With Managora you do it 100% online: you answer a few questions, sign a digital mandato (power of representation) and we draft, sign and file your application for you. What we charge you: from €169. Official tasa (government fee): The MITECO's CITES fee is included in the price and we pay it: 20 € per import permit, export permit or re-export certificate with one annex, plus 15 € for each additional annex; 30 € for the personal ownership certificate; 20 € for the commercial use, musical instrument, travelling exhibition and sample collection certificates. It is paid online when the application is filed, and without payment the MITECO does not process it. The prior import permit and the import notification carry no fee. Not included in the price: customs duties and import VAT, which you always pay, and whatever the customs declaration costs.

We apply on your behalf to the MITECO, the CITES management authority in Spain, for the import or export permit, the re-export certificate or the EU certificate (commercial use, personal ownership, musical instrument) you need to move or sell specimens of protected species. We check the species' annex and the proof of its legal origin, prepare the application, pay the fee and file it as your representatives, under the authorisation you give us in the REA. We hand you the permit or certificate once granted; the customs declaration is lodged by you or by a registered customs representative.

Prerequisites we also handle for you

And whatever a third party provides, we arrange it

  • Traducción jurada (sworn translation) into Spanish
  • Apostilla or legalisation of a foreign document

You do not have to look for anyone: we coordinate it. As it is provided by a third party it is quoted separately and does not go inside the price of this procedure, and we tell you the amount before ordering it.

Legal basis and things to bear in mind

  • Since 2 January 2022 CITES permits and certificates have been issued by the Dirección General de Biodiversidad, Bosques y Desertificación of the MITECO, not by the Secretaría de Estado de Comercio. The scientific authority is the CSIC, and border checks are carried out by the AEAT when the goods are cleared at one of the 14 inspection points authorised for CITES.
  • To bring specimens from Annex A or B into the EU, the import permit must first be presented at customs; those from Annex C and D enter with an import notification. To take specimens from Annex A, B or C out of the EU, the export permit or the re-export certificate is required.
  • The MITECO has 1 month to decide from the date the application is complete (longer if it has to consult third parties) and, if it does not reply, the application is deemed refused. The import permit must be granted before the goods arrive: having applied is not enough.
  • The import permit is valid for up to 12 months; the export permit and the re-export certificate for up to 6 months. An import permit issued on the basis of a copy of the export permit is only valid when accompanied by the original.
  • A permit or certificate issued in the false belief that the conditions were met is void, and the authority seizes the specimens and may confiscate them. That is why we check the legal origin before filing.
  • The fee falls due when the application is filed and without payment the MITECO does not process it: 20 € per permit or re-export certificate with one annex, plus 15 € for each additional annex, and 30 € for the personal ownership certificate. The prior import permit and the import notification carry no fee.
