Since 12 August 2026, anyone who first places a packaged product on the Spanish market (including by importing it or buying it in another EU country) is a packaging producer and must be registered in the packaging section of MITECO's Registro de Productores de Producto. We handle the registration, give you the ENV number that goes on your invoices and that marketplaces ask for, and file your annual packaging return. We file it ourselves, with the authorisation your company grants us in the Registro Electrónico de Apoderamientos (REA): we never ask for your digital certificate.

1Answer the questions (around 10 minutes) and upload the certificate of your extended producer responsibility scheme if you already have it.
2If your answers show that you are not a packaging producer in Spain, we tell you before you pay.
3Payment: 199 € (VAT included) for registration only or the simplified return (less than 15 tonnes per year); 299 € for registration and the first annual return; 499 € for the full annual return (15 tonnes or more). No state fee.
4You sign the mandate on the website and your company grants us the authorisation in the REA, online with its own electronic identification: we explain how, step by step. We never ask for your digital certificate.
5We file the registration on the MITECO online office with your packaging categories, your materials and your extended producer responsibility scheme, and send you the ENV number as soon as the register assigns it, for your invoices and your marketplaces.
6If you have ordered the annual return, we prepare it with your data (simplified below 15 tonnes, or full by material and packaging type) and file it before 31 March: the return for 2026 data, between 2 January and 31 March 2027.
7We give you the filing receipt and remind you of what remains your responsibility: providing the certificate of each new scheme within the month after joining it, notifying changes of category or scheme between 1 October and 31 December, and deregistering within the month after you stop the activity.

Legal basis and things to bear in mind

Since 12 August 2026, Regulation (EU) 2025/40 on packaging and packaging waste applies generally and prevails over Real Decreto 1055/2022 where they conflict, until a new real decreto is approved. The producer is whoever first places the packaged product on the Spanish market: the manufacturer, the importer, the intra-EU acquirer or the distributor. If all the goods are re-exported or sold in another Member State, you are not a producer in Spain.
With own-brand goods, the producer is whoever commissions the manufacturing or packing under their brand, unless it is a micro-enterprise and the manufacturer is established in Spain. An operator outside Spain selling directly to end users in Spain is a producer and must appoint an authorised representative in Spain; Managora does not act as authorised representative.
Registration gives you a number in the format ENV/year/nine digits, which goes on your invoices. Distributors may only sell products from registered producers, and sales platforms check that the NIF, the company name and the number match.
The annual packaging return is filed before 31 March of the following year (the return for 2026 data, from 2 January to 31 March 2027) and is simplified for producers placing less than 15 tonnes of packaging per year. Failing to file it on time is an administrative offence under Ley 7/2022.
Registering is not enough: the producer must join a collective extended producer responsibility scheme for each packaging category or have an individual scheme recognised by its autonomous community, provide the membership certificate within the month after joining, and notify changes of category or scheme between 1 October and 31 December. Deregistration is notified within the month after the activity ceases.
We file with the authorisation your company grants us in the Registro Electrónico de Apoderamientos (REA). A company established outside Spain needs a Spanish NIF starting with N to grant it.
This is not the special tax on non-reusable plastic packaging (modelo 592, filed with the AEAT) nor the packaging registers of other EU countries: they are separate obligations that may apply on top of this one.
