ROPVEG registration to import or export plants and plant products
ROPVEG registration to import or export plants and plant products is filed with Registro Electrónico General de la Administración General del Estado (solicitud dirigida al Ministerio de Agricultura, Pesca y Alimentación) o sede electrónica de la comunidad autónoma de la sede social. With Managora you do it 100% online: you answer a few questions, sign a digital mandato (power of representation) and we draft, sign and file your application for you. What we charge you: €199. Official tasa (government fee): No state fee is recorded for registration: the royal decree governing the ROPVEG sets none, and we are not aware of any other third-party costs when the application goes to the Ministerio de Agricultura, Pesca y Alimentación. If the application goes to your comunidad autónoma and it charges a fee for registration, we tell you before submitting it and you pay it separately. The plant health fees for each shipment (inspections and certificates) belong to each operation and are not included in this price.
We register you with the ROPVEG, the Spanish Official Register of Professional Plant Operators, without which you cannot import plants that require a phytosanitary certificate or apply for an export phytosanitary certificate. We work out whether the application goes to the Ministerio de Agricultura, Pesca y Alimentación or to your comunidad autónoma (regional government), prepare the form with your products and your premises and submit it as your representatives, without asking for your digital certificate. We follow the file until you are given your registration number.

Legal basis and things to bear in mind
- The official register of professional operators (in Spain, the ROPVEG) must include anyone who introduces into the EU plants, plant products or other objects that require a phytosanitary certificate, and anyone who moves them with a plant passport. The export phytosanitary certificate is issued by the competent authority at the request of the professional operator, without delegating it to third parties, and if the destination country requires it and goods are exported without it, the exporter is responsible.
- Registration is requested from the comunidad autónoma of the registered office before starting the activity. If the operator only imports or exports, or has its registered office in another Member State, it is requested from the Ministerio de Agricultura, Pesca y Alimentación through the Registro Electrónico General, which decides within a maximum of 3 months with positive administrative silence; its decision can be appealed (recurso de alzada) before the Secretaría General de Agricultura y Alimentación.
- Those who do not need to register include traders who only supply small quantities of plants directly to the final user (not by distance selling) and carriers delivering the goods to another professional operator.
- Changes to the register details are notified within one month, and the addition, change or removal of premises is requested from the comunidad autónoma where they are located.
- Registration does not replace the checks on each shipment. To import, the phytosanitary certificate is issued by the country of origin no more than 14 days before departure and in an official EU language, and customs will not clear plants subject to inspection without the plant health authorisation. The customs declaration is lodged by your business or by a registered customs representative; this service covers the ROPVEG registration, not the shipments.
- The plant passport for moving plants within the EU is issued by the authorised operator itself, under the supervision of the authorities: the authorisation to issue it is a separate procedure.
- If you import fruit, vegetables or other plant products for food, besides the ROPVEG you need to register as an importer with the state food health register (RGSEAA), which is a separate procedure.
