REOCE registration (register of dual-use and defence material operators)

REOCE registration (register of dual-use and defence material operators) is filed with Secretaría de Estado de Comercio, portal de formularios de material de defensa y doble uso (SIA 991061). With Managora you do it 100% online: you answer a few questions, sign a digital mandato (power of representation) and we draft, sign and file your application for you. What we charge you: €299. Official tasa (government fee): No official fee: the regulation governing the REOCE sets no fee for registration, and there are no other third-party costs. If your business first needs the armero or corredor authorisation from the Guardia Civil or the Consejo de Ministros authorisation for the foreign investor, those are separate procedures not included in this price.

We handle your registration with the REOCE, the Secretaría de Estado de Comercio register that every business must be on before applying for a licence to export, import or broker dual-use items or defence material. We review your products against their technical data sheets, prepare the application with the operations you will carry out and the declaración responsable (sworn statement), and submit it as your representatives on the Secretaría de Estado de Comercio portal, without asking for your digital certificate. We follow the file and answer any requests until the decision.

Legal basis and things to bear in mind

  • REOCE registration is the step before any licence: only registered operators can apply for authorisation to export or dispatch, import or bring in, and broker dual-use items, defence material, firearms and other controlled material. In addition, only the operations stated in the registration application are authorised, so it is best to declare every operation you foresee.
  • Only individuals and companies resident in Spain can register, and companies domiciled in tax havens are not accepted. Non-residents who only need a transit, brokering or technical assistance authorisation do not have to register.
  • The Secretaría de Estado de Comercio decides within 60 working days of submission, with a mandatory and binding report from the JIMDDU. The JIMDDU refuses registration if there are documents proving unlawful activity or smuggling by the applicant, or if its ability to control its operations effectively is not guaranteed; a conviction for bribery of foreign public officials can lead to suspension or revocation.
  • Any change to the registration details (address, shareholders, products or operations) is notified to the Secretaría de Estado de Comercio on the same form within 30 working days of the change.
  • If the company has foreign capital and works with weapons, civil-use explosives or in Defence-related activities, it must show the Consejo de Ministros authorisation for the foreign investor. Anyone transferring firearms as a professional activity first needs the armero or corredor authorisation from the Guardia Civil.
  • Registration is not the licence: afterwards, each controlled operation must be covered by an authorisation (individual, global or general), which is a separate procedure not included in this price. Those that are applied for are decided within a maximum of 6 months, and if there is no answer within that period they are deemed refused. The customs declaration is lodged by your business or by a registered customs representative.
