Buying and selling a VTC authorisation (transfer with prior checks)
Buying and selling a VTC authorisation (transfer with prior checks) is filed with Dirección General de Transportes de la comunidad autónoma de domiciliación. With Managora you do it 100% online: you answer a few questions, sign a digital mandato (power of representation) and we draft, sign and file your application for you. Estimated total cost: from €1,990. Official tasa (government fee): There are four costs and they have to be looked at together. (1) The PRICE of the authorisation: the national average is around 48.000 euros, with Madrid between 120.000 and 180.000, the Balearic Islands between 200.000 and 250.000, Barcelona between 90.000 and 130.000, and entry-level markets (Extremadura, Castilla y León, Castilla-La Mancha) between 12.000 and 22.000. These are figures from broker portals, not from an official register: they are checked deal by deal. (2) The TRANSFER TAX, of 4 to 8 % depending on the region (on a Madrid licence of 150.000 euros, up to 9.000 euros). The alternative, buying the shares in the company that holds it, is usually exempt. (3) The regional tasa (official fee) for the change of holder. (4) Our fee.
You are about to pay between 12.000 and 250.000 euros for a VTC licence. Before you sign, we check what you are buying: if the seller has final unpaid penalties, the transfer is blocked (art. 146.5 LOTT, Spain's land transport act) and you pay but cannot have it transferred. We prepare the change of holder before the autonomous region and we give you the figures for both tax scenarios, buying the authorisation or buying the shares in the company, before you sign. We take no commission from the seller: we work for the buyer.

Legal basis and things to bear in mind
- WHAT YOU ARE REALLY PAYING US FOR: a final unpaid penalty on the seller's side BLOCKS the transfer (art. 146.5 LOTT). If nobody checks beforehand, you pay a six-figure sum and end up unable to have it transferred.
- LIMITS OF ART. 20 OF ORDEN FOM/36/2008: the change of holder canNOT move the authorisation to a region other than the one where it was granted, and the buyer must meet every requirement.
- THE CATALAN TRAP: an URBAN VTC authorisation in Catalonia can only be transferred between living persons ONCE if the holder is an individual, and it canNOT be transferred at all if the holder is a legal person. Buying the holding company does not work as a shortcut either. This has to be checked beforehand.
- WHAT SETS US APART FROM A BROKER: the broker is paid to close the deal and has an incentive for the price to go up. We take no commission from the seller.
- With new authorisations suspended in several regions, buying is often the ONLY way in. That is why this is the highest-value service in the pack.
- Verified framework: Orden FOM/36/2008 art. 20 (change of holder); LOTT art. 146.5.
