The story in 30 seconds

Spain keeps the módulos (flat-rate) income tax method and the simplified VAT regime in 2027 with the same amounts as in 2026 and a 5% cut in net income, under Orden HAC/1161/2026 (BOE-A-2026-23174). It affects autónomos (self-employed workers) taxed under módulos, such as bar owners, taxi drivers, hauliers and hairdressers. To opt out or return for 2027, the window runs from 6 November to 31 December 2026.

Key points

  • The módulos (signs, indices and modules) for income tax and simplified VAT in 2027 are the same as in 2026.
  • Net módulos income for 2027 is reduced by 5%, including in the year's quarterly payments on account.
  • Window to opt out of módulos or revoke an earlier opt-out: 6 November to 31 December 2026.
  • Opting out binds you for at least three years and also takes you out of simplified VAT.
  • Farmers and livestock breeders on módulos can deduct 35% of farm diesel and 15% of fertiliser from 2026 net income, and the general reduction rises to 10%.

Key dates

  1. Opt-out window opens

From 6 November 2026 you can opt out of income tax módulos or simplified VAT for 2027, or revoke an earlier opt-out.

  2. Last day to opt out or revoke

The window under Orden HAC/1161/2026 to opt out of módulos or simplified VAT for 2027, or to return by revoking an opt-out, closes on 31 December 2026.

  3. Opting out with the first quarter of 2027

Filing the first 2027 payment on account under direct assessment, or the first 2027 VAT return under the general regime, on time also counts as opting out.

  4. Year that counts for the limits

The 2027 exclusion limits are checked against income, purchases and staff or vehicles in 2026.

What changes with the 2027 módulos order?

The BOE of 5 November 2026 publishes Orden HAC/1161/2026 of 4 November, which sets out for 2027 the estimación objetiva method of IRPF (Spanish personal income tax), known as módulos, and the special simplified VAT regime. It enters into force on 6 November 2026, with effect for 2027.

The order keeps the same signs, indices and modules and the same application rules as in 2026, for both income tax and VAT. In addition, anyone taxed under módulos may reduce their 2027 net módulos income by 5%, and this reduction already applies to the year's quarterly payments on account.

The order comes earlier than last year's: the 2026 order was Orden HAC/1425/2025 of 9 December. That leaves more time to decide whether to stay on módulos in 2027.

Who does the módulos order affect?

It affects self-employed individuals, comunidades de bienes (joint ownership businesses) and other pass-through entities carrying on any of the activities listed in the order, including one and two-fork restaurants, cafés and bars, taxis, road haulage, removals, vehicle repair workshops, hairdressers, beauty salons, driving schools, food retail and farming, livestock and forestry. The order is a state rule: the Basque Country and Navarre have their own foral (regional) tax rules.

Anyone who exceeded the order's limits in 2026 is excluded from módulos in 2027. For farming, livestock and forestry, the cap is 250,000 euros of annual income. For other activities, the order does not give a figure: it refers to whatever article 31 of the IRPF Act and article 122 of the VAT Act provide for 2027.

As a general rule, those articles set 150,000 euros of income (for income tax, with no more than 75,000 euros invoiced to other businesses or professionals) and 150,000 euros of purchases, excluding fixed assets. Successive laws have raised those figures to 250,000, 125,000 and 250,000 euros for specific years, so it is worth checking which limit applies for 2027 before deciding. The order also sets caps on staff or vehicles for each activity.

What is the deadline to opt out of módulos or return to them?

Articles 5 and 6 of the order allow from 6 November to 31 December 2026 to opt out of income tax módulos or simplified VAT for 2027, or to revoke an earlier opt-out. The opt-out or revocation is filed with the Agencia Tributaria (the Spanish tax agency) on the census declaration, modelo 036.

You are also treated as opting out if you file, on time, the first-quarter 2027 payment on account under direct assessment, or the first-quarter 2027 VAT return under the general regime. For a new business, the first payment on account or VAT return filed on time under the general regime counts.

The income tax and VAT regulations place this window in December; with the order published in November, it opens earlier this year.

What does opting out of módulos involve?

Anyone who opts out moves to the simplified direct assessment method and is bound for at least three years. After that, the opt-out renews automatically each year unless it is revoked on time, under article 33 of the IRPF Regulation.

The two opt-outs go together: opting out of income tax módulos means leaving the simplified VAT regime and the special farming, livestock and fishing VAT scheme for all activities, and opting out of simplified VAT means leaving módulos for all activities. If the method's limits are exceeded in 2026, the opt-out for 2027 is treated as not filed.

Anyone who opted out at least three years ago and wants to return to módulos in 2027 must revoke the opt-out in this same window and meet the method's limits in 2026.

What changes for farmers and livestock breeders?

For the 2026 tax return, farmers and livestock breeders on módulos can deduct from their preliminary net income 35% of the price of farm diesel and 15% of the price of fertilisers, provided they are 2026 purchases backed by invoices that meet the Spanish invoicing regulation. The general reduction of 2026 net módulos income is also raised to 10% for these activities.

For 2027, the order sets specific net income indices, replacing the general ones in annex I, for table grapes (0.32), flowers and ornamental plants (0.32) and tobacco (0.26). For simplified VAT in 2027, it sets specific rates for poultry rearing, keeping and fattening (0.06625) and beekeeping (0.070), livestock activities hit by sector crises.

How we help you stay on módulos or opt out

Before filing anything, we check with your 2026 figures whether your business is still within the módulos limits and compare what you would pay in 2027 under módulos, with the 5% reduction, and under direct assessment. If switching suits you, we prepare the census declaration (modelo 036) to opt out or revoke, you sign the authorisation on your phone and we file it on your behalf with the Agencia Tributaria as soon as you sign, from 6 November, without waiting for the end of the window (the last day is 31 December 2026).

We then handle your quarterly filings: modelo 131 if you stay on módulos or modelo 130 if you move to direct assessment, together with VAT. If you are a farmer or livestock breeder, we apply the farm diesel and fertiliser reductions to your 2026 tax return using the invoices you send us.

Frequently asked questions

What is the deadline to opt out of módulos for 2027?

31 December 2026. Orden HAC/1161/2026 opens the window on 6 November 2026 to opt out of the income tax estimación objetiva method and the simplified VAT regime, or to revoke an earlier opt-out. Filing the first 2027 payment on account under direct assessment, or the first 2027 VAT return under the general regime, on time also counts as opting out.

Are módulos going up in 2027?

No. Orden HAC/1161/2026 keeps the same signs, indices and modules for 2027 as in 2026 and the same rules, for both income tax and simplified VAT. In addition, 2027 net módulos income can be reduced by 5%, and that reduction already applies to the year's quarterly payments on account.

If I opt out of módulos, can I go back the following year?

No. Opting out of the estimación objetiva method has effect for at least three years and then renews automatically each year unless revoked on time, under article 33 of the IRPF Regulation. Opting out of income tax módulos also means leaving the simplified VAT regime for all activities.

What is the turnover limit to stay on módulos in 2027?

For farming, livestock and forestry, the order sets 250,000 euros of annual income. For other activities, the order gives no figure: it refers to whatever the income tax and VAT Acts provide for 2027. Their general rule is 150,000 euros of income (75,000 invoiced to businesses for income tax), and successive laws have raised it to 250,000 and 125,000 euros for specific years. The limits are checked against 2026 figures.

What reductions do farmers on módulos get on their 2026 tax return?

Farmers and livestock breeders on módulos can deduct from their preliminary 2026 net income 35% of what they paid for farm diesel and 15% of what they paid for fertilisers, for 2026 purchases backed by invoices. The general reduction of 2026 net módulos income is also raised to 10% for these activities, under the fourth additional provision of Orden HAC/1161/2026.
