Vehicle procedures: permanent deregistration, theft, technical specification sheet and modifications

This guide covers 4 DGT and ITV procedures that are highly searched but rarely done: permanent deregistration for scrapping, deregistration due to theft, duplicate technical specification sheet or ITV card, and the legalisation of major modifications. Each one has its own governing body, documentation and cost.

2 are free (deregistration at the CATV and deregistration due to theft) and 2 require a tasa (official fee) (the duplicate sheet and updating the documentation after a modification). Permanent deregistration is processed by handing the vehicle over to an Authorised Vehicle Treatment Centre (CATV), the authorised scrapyard. The CATV decontaminates and destroys the vehicle, communicates the deregistration to the DGT electronically and gives you the destruction certificate and the deregistration receipt. You do not need to go to the Traffic Office.

You need the original circulation permit, the original ITV card and your identity document (or CIF and proof of representation if it is a company). If the owner has passed away, the responsible declaration of deregistration due to death is provided. Deregistration for scrapping at a CATV is free: no tasa is paid to the DGT.

Permanent deregistration is irreversible: the vehicle can never be registered in Spain again. Managora coordinates the documentation and the collection so that you only have to hand over the car.

In the event of theft, the first step is to report it to the National Police or the Civil Guard, either in person or through their virtual office. With the police report, the temporary deregistration due to theft is automatically communicated to the DGT: you do not have to go to the Traffic Office and the procedure is free.

The deregistration is valid indefinitely while the vehicle is missing, and during that time you are not responsible for any infractions committed with it. If 30 days pass without recovering it, you can claim compensation from your insurance company according to your policy.

If the vehicle appears, report it to the Police or Civil Guard: they will notify the DGT and the vehicle will return to active status so it can be driven. Managora verifies the status in the Vehicle Registry and guides you on the rehabilitation.

The technical specification sheet proves that the vehicle is approved to be driven. There are 2 formats depending on its age. Vehicles registered after May 2016 have an electronic technical sheet (eITV), a document that can be printed on a DIN A4 sheet of paper; its duplicate is issued by the DGT via its electronic headquarters, the miDGT app, by calling 060 or at the provincial office.

Older vehicles keep the green paper technical sheet, whose duplicate is requested exclusively at an ITV station. The duplicate at the DGT requires the tasa 4.1 (€8.67) and is usually received in about 2 weeks; furthermore, the eITV can be consulted and printed for free from the miDGT app.

A major modification is any alteration that affects the identification of the vehicle, the power unit, the transmission, the axles, the suspension, the steering, the brakes, the bodywork, the lighting or the data recorded at the ITV. They are regulated by Real Decreto 866/2010 and the Manual de Reformas de Vehículos (Vehicle Modifications Manual) of the Ministry of Industry and Tourism.

The modification is carried out by an authorised garage using approved parts. Depending on the modification code in the Manual, the documentation varies: a garage certificate and, where applicable, a technical project and a site management certificate from a competent technician, or a certificate of conformity from the manufacturer or a laboratory. Afterwards, the vehicle passes an inspection at the ITV, which issues the new ITV card with the modification noted.

If the modification changes data on the circulation permit, the permit is renewed at the DGT (tasa 4.4, €20.81); if the change does not appear on the permit, it is noted as a change of characteristics (tasa 4.1, €8.67). The official cost depends on the procedure: deregistration at the CATV and deregistration due to theft are free; the duplicate electronic sheet and the recording of modifications not reflected on the permit require the tasa 4.1 (€8.67); the renewal of the permit due to a major modification requires the tasa 4.4 (€20.81). In 2026, the main novelty is regarding modifications: the 7th Revision of the Manual de Reformas de Vehículos (Vehicle Modifications Manual) remains in force, with a second correction approved by the Resolución de 27 de enero de 2026 (Resolution of 27 January 2026) (published in the BOE on 5 February 2026 and in force since 6 February 2026) which adjusts classified modifications and their documentation.
