CAP, reduced mobility card and MOVES Plan

The CAP (Certificate of Professional Aptitude) is the mandatory authorisation to professionally drive goods transport vehicles (C1, C1+E, C, C+E licences) or passenger vehicles (D1, D1+E, D, D+E). It has 2 aspects: initial qualification (course and exam to start working) and continuous training (35 hours every 5 years to maintain it). It is accredited with the driver qualification card (TCC).

The parking card for people with reduced mobility is a personal document (not linked to the vehicle) that allows you to park in reserved spaces and under special conditions throughout Spain and the European Union. It is granted by your local council or autonomous community to people with a recognised disability and reduced mobility, or with severe visual impairment.

The MOVES III Plan was the IDAE programme for grants towards the purchase of electric vehicles and the installation of charging points. It stopped accepting new applications on 31 December 2025. In 2026 its replacement is the Auto+ Plan (within the Spain Auto 2030 Plan), with a direct discount at the dealership, and the MOVES Corredores programme for charging infrastructure.

Anyone who professionally drives vehicles requiring category C or D licences needs the CAP. To start working, you must pass the initial qualification at an authorised centre: ordinary modality of 280 hours or accelerated modality of 140 hours, followed by a 100 question multiple choice exam before the autonomous community (passed with at least 50 points, with penalties for errors).

To keep the CAP valid, you must pass a 35 hour continuous training course every 5 years, taught by an authorised CAP company. Once the training is passed, the autonomous community issues or renews the driver qualification card (TCC), valid for 5 years. Since April 2021, the old paper certificate is no longer issued: the aptitude is recorded in the official registry.

There are exemptions for drivers with very old licences (D before 11 September 2008 and C before 11 September 2009), who were authorised without initial qualification, although they must still complete the continuous training. It can be obtained by a natural person with a recognised disability condition who also presents reduced mobility accredited by the assessment teams, or who has a visual acuity equal to or less than 0.1 with correction in the best eye, or a visual field reduced to 10 degrees or less. In certain cases, entities that collectively transport people with disabilities can also hold it.

The card allows you to park in reserved spaces, park without time limits in limited parking zones, stop in loading and unloading zones and access restricted traffic zones to reach your destination, provided it is visibly displayed. It does not authorise parking in dangerous places, emergency exits or places that reduce traffic lanes.

It is a personal and non-transferable document that can be used in any vehicle in which the holder travels. The validity is set by the granting administration (usually 5 or 10 years depending on the municipality if the situation is permanent, and less if it is temporary) and is renewed by maintaining the requirements. The MOVES III Plan (Real Decreto 266/2021) closed the submission of new applications on 31 December 2025, after several extensions and budget increases. Files submitted within the deadline continue to be processed and paid in the corresponding autonomous community, although payment may be delayed.

In 2026 the replacement is the Auto+ Plan, integrated into the Spain Auto 2030 Plan presented on 3 December 2025 and approved by the Government Delegated Commission for Economic Affairs on 3 February 2026. The extraordinary credit of 400 million euros that funds it was approved by Real Decreto-ley 7/2026, de 20 de marzo, published in the BOE. Its great novelty is that the grant is applied as a direct discount at the dealership, at the very moment of purchase, without advancing the amount or waiting months. It includes retroactive effect from 1 January 2026 for eligible purchases prior to the call.

For charging points, the replacement is the MOVES Corredores programme, aimed at public access charging infrastructure. The opening of the Auto+ Plan window was scheduled for July 2026; the exact amounts, requirements and final conditions depend on the call published in the BOE. Regarding official costs: the reduced mobility card is generally free at the local council. The CAP does not have a single state tasa (official fee), but it does have the cost of the training course (initial or continuous) at an authorised centre and, where applicable, the regional tasa (official fee) for issuing the qualification card. In the case of electric vehicle grants, you do not pay a fee: you receive a subsidy.

Timeframes vary by organisation. The CAP depends on the duration of the course (140 or 280 hours for the initial, 35 for the continuous) and the exam call of your autonomous community. The reduced mobility card depends on your local council (in many cases you can continue driving with the renewal in process until it is resolved). Grants are resolved according to the call in force at any given time.
