Certificado municipal de compatibilidad urbanística del emplazamiento (municipal certificate of town-planning compatibility)
Certificado municipal de compatibilidad urbanística del emplazamiento (municipal certificate of town-planning compatibility) is filed with Ayuntamiento del local. With Managora you do it 100% online: you answer a few questions, sign a digital mandato (power of representation) and we draft, sign and file your certificate for you. Estimated total cost: €157. Official tasa (government fee): The municipal certificate fee, which is set by the fiscal ordinance of each municipality and usually ranges from 30 to 200 euros. There are no other costs in this application.
Before you sign anything, we tell you if that location is suitable for what you want to set up. We request the certificate from the Ayuntamiento (Town/City Hall) that certifies whether that activity is compatible with the town planning at that exact address. It is valid for any activity, not just hospitality: a workshop, a breeding facility, a warehouse or a clinic risk just as much. And if the property is registered as a dwelling, this certificate is directly the question that decides everything. It is the first and cheapest filter: if the use is not compatible, no licence is possible, and it is better to know before signing than after.
Practical guide: Denied premises licence or unlicensed activity: how to legalise it. Requirements, deadlines and the steps, explained.

Certificado municipal de compatibilidad urbanística del emplazamiento (municipal certificate of town-planning compatibility): how is it filed?
- 1You tell us the exact address and what you want to set up there.
- 2Payment of 157,00 € plus the fee of your Ayuntamiento.
- 3We request the certificate and tell you, in black and white, if that use is compatible at that address and if the area is acoustically saturated.
- 4If it is not, we tell you before you sign the lease. That is the entire value of this application.
Which documents do you need?
- •Exact address of the premises (and the cadastral reference, if you have it).
- •NIF or CIF of the applicant.
Legal basis and things to bear in mind
- IT IS THE ENTRY GATEWAY FOR ANY OPENING: cheap, fast and the filter that prevents disaster. The number one reason for a failed case file is signing the lease and discovering afterwards that the use is not permitted, or that the area is acoustically saturated.
- IT IS NOT ONLY FOR HOSPITALITY. It is valid for any activity. The acoustically saturated zone check is only activated for hospitality and leisure; the rest is certified in the same way regarding the intended use.
- THE MOST COMMON CASE: the property is registered as a VIVIENDA (dwelling) and the interested party assumes they can carry out business there. Town planning usually reserves residential use and relegates annoying activities to industrial or rustic land, so this certificate is the one that decides if the project exists. Requesting it before commissioning the technical report saves hundreds of euros.
- THERE IS NO SILENCIO POSITIVO HERE: it is an act of verification, not an authorisation. That they do not reply does not mean yes.
- IT IS REQUESTED CITING THE CNAE. A certificate requested with a vague description is answered in a vague way and is of no use before the environmental body.
- In Andalucía, it is a prior legal requirement for the environmental responsible declaration (art. 101.1.d of Ley 2/2026), and several other autonomous communities require it to accept the environmental application.
- This application does NOT need an architect: we handle it entirely.
- Framework: Ley 2/2026 of Andalucía art. 101.1.d; in the rest, the municipal licensing ordinance and the general town planning of the municipality. Acoustically saturated zone: art. 25 of Ley 37/2003.
- Natural connections: it goes BEFORE declaracion_responsable_ambiental, licencia_apertura_local_actividad and declaracion_responsable_apertura_local.
