International Import Certificate (CII): the official Spanish document your foreign supplier needs in order to export to you

International Import Certificate (CII): the official Spanish document your foreign supplier needs in order to export to you is filed with Secretaría de Estado de Comercio (Ministerio de Economía, Comercio y Empresa), por el Registro Electrónico Común. With Managora you do it 100% online: you answer a few questions, sign a digital mandato (power of representation) and we draft, sign and file your application for you. What we charge you: €279. Official tasa (government fee): No known official fee: neither RD 679/2014 nor the Manual del Operador (operator's manual) of the Secretaría de Estado de Comercio provides for any fee to issue the CII, so the price includes no disbursements. The export licence is applied for by your supplier before the authority of its own country and is not part of this engagement or its price.

When the authority in your supplier's country requires an official Spanish certificate before granting your supplier the export licence (China may ask for it, for example, for rare earths and magnets), the Secretaría de Estado de Comercio issues your business the Certificado Internacional de Importación (CII, International Import Certificate). We prepare the application with the details of the contract and the product. The procedure requires the form to be signed electronically: it is signed by your business's legal representative (or by you, if you are self-employed) with their own certificate, which is never handed over to us. We file it through the Registro Electrónico Común as your business's representatives, under the mandate you sign, notify the JIMDDU and follow the application up until the certificate is issued.

Prerequisites we also handle for you

And whatever a third party provides, we arrange it

  • Traducción jurada (sworn translation) into Spanish
  • Apostilla or legalisation of a foreign document

You do not have to look for anyone: we coordinate it. As it is provided by a third party it is quoted separately and does not go inside the price of this procedure, and we tell you the amount before ordering it.

Legal basis and things to bear in mind

  • The Secretaría de Estado de Comercio issues the International Import Certificate to the importer when another country's authorities require it to control their exports of dual-use items (art. 31.2 and annex VI.17 of RD 679/2014). Since 1 March 2026 its Manual del Operador also covers the application to show that goods not subject to control may be brought into Spain.
  • The CII is valid for 6 months for presentation to the authorities of the country of origin and cannot be transferred to third parties: it is issued in your business's name and cannot be used by anyone else.
  • In China, MOFCOM Announcement 18/2025 still requires a licence to export samarium, gadolinium, terbium, dysprosium, lutetium, scandium and yttrium and samarium-cobalt magnets and NdFeB magnets containing terbium or dysprosium; certain gallium, germanium, graphite and antimony products are also exported under licence. The licence is applied for by the Chinese exporter before MOFCOM with the end-user certificate issued by the end user itself, and MOFCOM may also require a document issued or certified by a public body of the end user's country.
  • MOFCOM decides within 45 working days from accepting your supplier's application, not counting the time taken by verifications. The end user undertakes not to change the end use or transfer the goods to third parties without MOFCOM's permission, which affects resale and re-export. The Chinese announcements of 9 October 2025 (55 to 58, 61 and 62) remain suspended until 10 November 2026.
  • It is not the Certificado de Último Destino (end-destination certificate) issued by the Ministry of Defence (DGAM), which is only for defence material, nor the Declaración de Último Destino (end-destination declaration) signed by the final consignee when exporting from Spain.
  • Issuing the CII and granting the export licence are decisions for the relevant authorities: we cannot guarantee them. The customs declaration for the import is filed by your business or by a registered customs representative; we leave the certificate and the transaction details ready for you.
