EUDR due diligence statement (coffee, cocoa, soya, palm oil, wood, rubber and cattle): preparation and submission
EUDR due diligence statement (coffee, cocoa, soya, palm oil, wood, rubber and cattle): preparation and submission is filed with Sistema de información EUDR de la Comisión Europea (TRACES). With Managora you do it 100% online: you answer a few questions, sign a digital mandato (power of representation) and we draft, sign and file your application for you. What we charge you: from €299. Official tasa (government fee): No official fee: Regulation (EU) 2023/1115 does not provide for any fee for submitting the due diligence statement or the simplified declaration in the information system. The customs declaration is filed by your company or by a registered customs representative and is not included in the price; customs duties and import VAT, where due, are paid by your company.
We prepare and submit your company's due diligence statement under the EU Deforestation Regulation (EUDR) in the European Commission's information system (TRACES), acting as authorised representative under your written mandate, or the simplified declaration if you are a micro or small primary producer. We review the geolocation of the plots and the supplier's documents, assess the risk according to the country of production and hand you the reference number and the verification number (for the simplified declaration, the declaration identifier). Your company remains responsible for the product's compliance, and the customs declaration is filed by your company or by a registered customs representative.

It is mandatory from 30 December 2026; for natural persons, micro-enterprises and small enterprises that already were such on 31 December 2024, from 30 June 2027, except for wood listed in the annex to the former EUTR Regulation, which applies from 30 December 2026. The system assigns the reference number on submission and, according to MITECO, the statement can only be withdrawn or amended within the following 72 hours, and never once that number has been used in a customs declaration.

EUDR due diligence statement (coffee, cocoa, soya, palm oil, wood, rubber and cattle): preparation and submission: how is it filed?
- 1Answer the questions and upload the geolocation and the supplier's documents (about 15 minutes). If your answers show that your case does not require a statement, or that it is not yet required of you, we tell you before you pay.
- 2Payment according to the number of statements, VAT included: €299 for one statement (or the simplified declaration of a micro or small primary operator), €599 for 2 to 5 and €999 for 6 to 20.
- 3Sign the written mandate authorising us to submit on behalf of your company as authorised representative: you do not need a digital certificate.
- 4We check the CN code against Annex I, review the geolocation (format, decimal places and polygons) and assess the risk according to the country of production and the supplier's documents. If the risk is not zero or negligible, we tell you what is missing before submitting: with such a risk the law does not allow the product to be placed on the market or exported.
- 5We submit the statement from our authorised representative profile in the European Commission's information system (TRACES), before the shipment, and hand you the reference number and the verification number (for the simplified declaration, the declaration identifier).
- 6The customs declaration is filed by your company or by a registered customs representative; we leave those numbers ready for you so they can be provided at customs clearance. Your company passes the reference number (or the identifier of the simplified declaration) on to those who buy the product further down the chain.
Which documents do you need?
- •Geolocation of all production plots (coordinates with at least 6 decimal places and polygons for plots of more than 4 hectares, except for cattle), preferably in GeoJSON; a micro or small primary producer may give the postal address of its plots or establishment.
- •Supplier documents: invoices or packing lists showing the quantity in kg net mass, and evidence that the product is deforestation-free and was produced in accordance with the legislation of the country of production (permits, harvesting licences or land-use titles and, as a complement, certifications).
- •Name, postal address and email address of each supplier.
- •The company's EORI number, if it imports or exports.
- •Written mandate for us to submit as authorised representative: we prepare it and it is signed by the person who represents the company.
Prerequisites we also handle for you
And whatever a third party provides, we arrange it
- Traducción jurada (sworn translation) into Spanish
- Apostilla or legalisation of a foreign document
You do not have to look for anyone: we coordinate it. As it is provided by a third party it is quoted separately and does not go inside the price of this procedure, and we tell you the amount before ordering it.
Legal basis and things to bear in mind
- Who submits: the operator, meaning whoever imports or exports the product or, if it was placed on the market by a company established outside the EU, the first person established in the EU who makes it available. The downstream operator (who manufactures with products already covered by a statement) and the trader do not submit a statement: they collect and keep for at least 5 years the details of their supplier (with the reference number of its statement, if the supplier is an operator) and of their customer, and if they are not SMEs they register in the information system before trading.
- Dates: the obligations apply from 30 December 2026. Natural persons, micro-enterprises and small enterprises that already were such on 31 December 2024 start on 30 June 2027, except for wood listed in the annex to the former EUTR Regulation, which applies from 30 December 2026. The Regulation does not apply to commodities produced before 29 June 2023 or to products placed on the market before the obligation applies to you, and the burden of proof lies with the operator. Wood and wood products under the former EUTR Regulation produced before 29 June 2023 and placed on the market from 30 December 2026 remain subject to that Regulation until 31 December 2029.
- Content: the statement contains the operator's details and EORI number, the Harmonised System code, the description (with the scientific name for wood), the quantity in kg net mass, the country of production and the geolocation of all plots. Geolocation is given with at least 6 decimal places and as polygons for plots of more than 4 hectares (except for cattle), and the system accepts it in GeoJSON. A private certification does not replace geolocation: it only complements the risk assessment.
- Country risk: the Commission classifies Belarus, Russia, Myanmar and North Korea as high risk; as low risk, among others, Spain and the rest of the EU, China, the United States, India, Vietnam and Ukraine; and all other countries as standard risk, such as Brazil, Indonesia, Malaysia, Côte d'Ivoire or Colombia. If everything comes from low-risk countries, the operator does not have to assess or mitigate the risk, although it must be able to show that the risk of mixing or circumvention is negligible. Each year the authority checks at least 1%, 3% or 9% of operators, depending on the country's risk.
- We submit as authorised representative under your written mandate, and your company remains responsible for the product's compliance. The reference number (or, for the simplified declaration, the declaration identifier) is provided to customs before release for free circulation or export: the customs declaration is filed by your company or by a registered customs representative, and customs clearance does not in itself prove compliance with the Regulation.
- Authority in Spain: the Dirección General de Biodiversidad, Bosques y Desertificación (MITECO) and the authority designated by each autonomous community. The Spanish law that will set the penalties is still a draft bill; the Regulation requires the maximum fine for a legal person to be at least 4% of its annual turnover in the EU, in addition to confiscation. If you receive a check or a request for information, Managora's law firm handles it as a separate engagement, quoted to you in advance.
- Products: Annex I changed in 2025 and in 2026. It no longer covers books and printed matter or bovine hides and skins, and it excludes synthetic rubber, bamboo, rattan and, under most wood and rubber headings, used and second-hand products. From 30 December 2027 soluble coffee and several oil palm derivatives, such as certain soaps, are added.
