VTC driver's permit (Comunidad de Madrid): how is it filed?

Which documents do you need?

  • Valid DNI, NIE or passport.
  • Category B driving licence held for at least 2 years.
  • Negative certificate from the Registro Central de Delincuentes Sexuales (central register of sex offenders).
  • Only if you are claiming the exemption from the exam: vida laboral (employment history report) and contribution-base report evidencing your experience as a VTC driver.
  • Proof of payment of the tasa of 20,37 euros.

Legal basis and things to bear in mind

  • REAL DEADLINE: from 2 October 2026 no driver may work in the Comunidad de Madrid without this permit, and the VTC company may not hire them. The region estimates that 18.000 drivers are affected and, as at April 2026, had issued around 6.700 permits.
  • If you can evidence one uninterrupted year (or two years within the previous four) as a VTC driver, transitional provision 2 of Decreto 5/2024 EXEMPTS you from the exam. We check this first.
  • The test has 60 questions: navigation and digital devices, Spanish language, first aid, the legal framework for VTC and knowledge of the Comunidad de Madrid.
  • The BTP licence does NOT exist: it was abolished by RD 1055/2015 with effect from 31-12-2015. If anyone charges you for a BTP, they are charging you for nothing.
  • This permit belongs to the DRIVER. The interim suspension ordered by the TSJ of Madrid (High Court of Justice, order of 7-02-2025) affects only the accreditation of the COMPANY's requirements (art. 2 of Decreto 5/2024) and not this procedure, which remains fully operational.
  • Outside the Comunidad de Madrid there is currently no equivalent regional permit. If you drive in another region, you do not need this procedure and we will tell you so.
