Legal basis and things to bear in mind

  • Status at 5 October 2026: ongoing line, with no call and no closing date. On 15 September 2026 ENISA confirmed that, with the EU-funded period now over, it keeps granting loans from its own ordinary resources.
  • It is a participative loan, not a grant: from 25.000 to 1.500.000 €, with no guarantees, repayable over a maximum of 7 years with up to 2 years' grace period. Interest has two tranches (Euríbor plus a margin, and another linked to the company's profitability) and there is an arrangement fee of 0,5 %. If it is repaid early or control of the company changes, ENISA also charges a fee linked to the second-tranche interest.
  • Only for SMEs set up as a trading company or cooperative with their tax domicile in Spain: self-employed people without a company cannot apply. The real estate and financial sectors are excluded, and the project must not cause significant harm to the environment.
  • The loan cannot exceed the company's equity (fondos propios), and above 300.000 € ENISA requires audited accounts. It does not accept a new application while another is still being assessed.
  • ENISA no longer has the Jóvenes Emprendedores, Emprendedores or Crecimiento lines. It now offers Startups y pymes and themed lines such as Innovación x Clima, for SMEs linked to areas declared seriously affected by a civil protection emergency or with climate resilience projects, available until its budget runs out and at the latest until 31 December 2032.
  • Once the application is filled in there are 30 days to upload the documents, or it lapses; ENISA takes 60 days on average to assess it once it has everything. ENISA decides whether to grant the loan: we cannot guarantee it. Signing the loan agreement, if granted, is not included.
