Legal basis and things to bear in mind

  • Status at 7 October 2026: the line is open. It accepts applications until 31 December 2027 or until its 1.000 million is used up, in order of submission; if it runs out earlier, the ICO publishes the closing date on its website.
  • It is a direct loan from the ICO, not a grant: from 50.000 € with no maximum. For investment it finances up to 80 % of the investment, over a maximum of 10 years with up to 2 years' grace period; for working capital, up to 100 % of the amount requested, over a maximum of 5 years with up to 1 year's grace period, paid out in one go within 15 calendar days of signing.
  • Cost: one-year Euribor (never below 0 %) plus a margin of 1,75 %, reviewed every year; with a guarantee from the State or a bank the margin drops to 1,25 % or 0,75 % depending on the percentage guaranteed, plus the cost of the guarantee; with a 100 % SGR guarantee, the rate is based on that SGR's agreements, plus the costs of the guarantee. Arrangement fee of 0,5 % of the amount drawn up and 0,5 % of any amount repaid early.
  • ICO filters: an SME trading company at least 4 years old, audited accounts for the last two financial years (or a guarantee in their place), no losses in the last two financial years and no negative net equity, no arrears in the CIRBE (Banco de España credit register) and a minimum credit rating of B on the Standard and Poor's scale (B- or lower is out), checked by the ICO; to check it, the ICO may ask you for an official rating from an ESMA-accredited agency, which comes at a cost. If the company belongs to a group, the group is checked too.
  • The loan may carry an implicit public aid element: working capital always goes under the de minimis scheme, capped at 300.000 € of aid over three years. The ICO also scores sustainability from 0 to 6 points: below 2 it requires an improvement plan and, if that is not met within 24 months, an extra fee of 25 basis points (0,25 %) on the nominal amount drawn up.
  • Consultancy costs incurred to apply for the financing, no more than 12 months before the application, can be financed within the loan, up to 100 %.
  • The ICO's Operations Committee decides whether to grant the loan: we cannot guarantee it. There is no administrative appeal against inadmissibility or refusal, although you can apply again once the defects are corrected. Signing the contract, in a public deed, the later proof of how the funds were used and arranging with the SGR or the bank any guarantee the ICO sets as a condition are not included.
