Legal basis and things to bear in mind

IT IS NOT THE RGSEAA. Art. 2.2 of RD 191/2011 (as worded by RD 1021/2022) EXCLUDES catering establishments serving the final consumer from the national register. Charging a bar for an RGSEAA registration would be charging it for a procedure that does not apply to it: some people do exactly that.
You DO need the NATIONAL register (RGSEAA), and then it is a different service, if you supply food to other establishments beyond the limits of marginal, local and restricted supply in art. 3 of RD 1021/2022, or if you import food from outside the EU (RD 191/2011, art. 2.1). If that is your case, what you need is our registration service for the Registro General Sanitario de Empresas Alimentarias y Alimentos (RGSEAA). Distance selling to the final consumer and providing meals to groups are still retail and go on the regional register. That is why we ask.
A WINDOW IN MADRID: Decreto 26/2026 created the regional register in March 2026 and gave establishments already trading one year from its entry into force, on 28-3-2026, to register (those already on the register of fresh meat retailers are registered automatically). There is a queue of trading premises that have to do it.
This notification does NOT replace the Ayuntamiento's opening licence. They are two different things and clients constantly confuse them.
