EU citizens and their family members: registration and residence in Spain

EU, EEA and Swiss citizens who live in Spain for more than 3 months must register with the Registro Central de Extranjeros (the central register of foreign nationals) and obtain the certificado de registro (the registration certificate, known as the green paper). Their non-EU family members apply for the EU family member residence card instead. Both have 3 months from arrival. Managora prepares the paperwork and files the application for you.

What is new, and the law that applies
- Rule in force as at 16/07/2026: Real Decreto 240/2007, of 16 February (consolidated text, BOE-A-2007-4184), on entry, free movement and residence in Spain of citizens of the EU, the EEA and Switzerland and their family members.
- Orden PRE/1490/2012, of 9 July: sets out how the financial means under article 7 are evidenced (reference to the IPREM and assessment of the personal and family situation).
- Tasa modelo 790 código 012 in force in 2026: €12.00 for the registration certificate and for the issue of the family member card (electronic office of the Policía Nacional).
- The IPREM, which is the reference for financial means, is updated every year in the Ley de Presupuestos Generales del Estado (the Spanish State Budget Act).
- British citizens and their family members are governed by the Acuerdo de Retirada (the Brexit Withdrawal Agreement), with their own document, not by this procedure.
What is the EU registration certificate in Spain (the green paper)?
It is the document proving that a citizen of the EU, of the European Economic Area (EEA) or of Switzerland is entered in the Registro Central de Extranjeros (the central register of foreign nationals) and lives legally in Spain for a period longer than 3 months. It is governed by Real Decreto 240/2007 (the Spanish EU free movement regulation).
It is not a plastic card: it is a paper certificate (hence the nickname green paper) showing your name, nationality, address, your NIE (Número de Identidad de Extranjero, the foreigner identification number) and the date of registration.
It is compulsory for every EU citizen who is going to live in Spain for more than 3 months. For shorter stays (tourism, visits) there is no need to register.
Who can apply and which document do you need?
The EU, EEA or Swiss citizen applies for the registration certificate using form EX-18.
A family member who does NOT hold the nationality of an EU, EEA or Swiss country applies for the residence card of a family member of a Union citizen using form EX-19. The following count as family members: the spouse or registered partner; the stable de facto partner where the relationship is duly evidenced; descendants under 21 or older dependent descendants (of the holder or of their spouse or partner); and dependent ascendants. Other members of the family unit provided for in the regulation also count.
If the family member is an EU citizen too, they do not apply for the card: they register with their own EX-18.
What requirements and financial means do you have to prove?
The requirements depend on the situation of the EU citizen (article 7 of RD 240/2007). If you work as an employee or are self-employed, evidence of that job or that activity is enough. If you carry out no activity (living on your own income, retired) or you are a student, you must prove sufficient financial means and health insurance.
Financial means: the law requires you to have resources above the threshold that gives entitlement to a non-contributory benefit, assessing your personal and family situation. The IPREM (the Spanish public income benchmark) is used as the reference and no identical fixed amount can be demanded of everyone. Health insurance: public or private, taken out in Spain or abroad, providing full cover in Spain with benefits equivalent to those of the Sistema Nacional de Salud (the Spanish national health service), with no co-payments and no waiting periods. Basic travel policies do not meet this requirement.
What documents do you need to submit?
Registration certificate (EX-18): completed form, valid passport or identity document, proof of payment of the tasa (official fee) 790 código 012 and evidence of your situation (employment contract, registration as an autónomo (self-employed worker), or financial means plus insurance).
Family member card (EX-19): the form, a complete valid passport, a document proving the family link (marriage certificate, registration of the partnership, libro de familia (the Spanish family record book) or birth certificate), evidence of the EU citizen's situation, insurance and means where applicable, a recent colour photograph and proof of payment of the tasa.
Documents issued abroad must be submitted legalised or apostilled and, where applicable, translated into Spanish. Managora reviews and organises all of this documentation before filing it for you.
What is permanent residence (long-term residence) in Spain and how do you get it?
After 5 years of legal and continuous residence in Spain, the EU citizen obtains the registration certificate on a permanent basis, and the non-EU family member obtains the permanent residence card of a family member of a Union citizen (valid for 10 years and renewed automatically).
Absences of no more than 6 months per year are allowed, or of up to 12 consecutive months for justified reasons (pregnancy and childbirth, serious illness, study or work in another country).
There are exceptions that allow permanent residence to be obtained before the 5 years are up, for example where the worker retires or becomes permanently incapacitated, or where the EU citizen dies in certain circumstances.
How much does it cost, how long does it take and what changes in 2026?
The tasa (official fee, modelo 790 código 012) is €12.00, both for the registration certificate and for the issue of the family member card, according to the electronic office of the Policía Nacional (the Spanish national police). It is a public cost, separate from Managora's fees, which are shown on the service page for each procedure.
The EU citizen's registration certificate is handed over on the spot. The family member card is a physical card in TIE format (TIE is the Spanish foreigner identity card; this is the EU regime version, different from the TIE of the general immigration regime) and must be decided within a maximum of 3 months from the application.
In 2026 Real Decreto 240/2007 (consolidated text) remains in force, together with Orden PRE/1490/2012 on evidencing financial means. The IPREM, which is the reference for financial means, is updated every year in the Ley de Presupuestos Generales del Estado (the Spanish State Budget Act).

Identify your document and gather the paperwork
The EU citizen needs the registration certificate (EX-18); their non-EU family member needs the family member card (EX-19). Gather a valid passport or identity document, proof of the family link and the documentation on your situation (work, financial means and insurance).

Pay the tasa 790 código 012 (depending on your document)
It is filled in at the electronic office of the Policía Nacional and paid at the bank (€12.00). The moment of payment changes depending on the document. For the EU citizen (EX-18), the tasa is paid before the appointment and submitted together with the application, since the certificate is handed over on the spot. For the non-EU family member (EX-19), in practice the tasa is usually paid after a favourable decision, when booking the appointment for fingerprinting and issue of the card, not before filing the form. Always keep the stamped proof of payment.

Frequently asked questions
Is the green paper the same as the NIE?
Not exactly. The NIE is your identification number as a foreign national. The registration certificate (the green paper) is the document proving that you live legally in Spain for more than 3 months, and it includes that NIE. When you register you obtain both.
Do I have to renew the registration certificate?
The registration certificate does not expire as such: it reflects your situation. After 5 years of continuous legal residence you can obtain the certificate on a permanent basis. The non-EU family member card does have a validity of 5 years (10 for the permanent one) and is renewed.
What happens if I do not register within the 3 months?
Registration is compulsory in order to live in Spain for more than 3 months. Filing late can lead to requests from the authorities or a penalty, but it does not prevent you from regularising your situation. It is advisable to apply as soon as possible; Managora prepares and files the application for you.
Can my non-EU spouse work with the family member card?
Yes. A family member holding the residence card of a family member of an EU citizen can work as an employee or be self-employed on the same terms as Spanish nationals, with no need for a separate work authorisation.
Do I need private health insurance if I already work in Spain?
No. If you work as an employee or are self-employed and you are registered with the Seguridad Social (the Spanish social security system), that public cover is enough. Health insurance is only required from those who carry out no activity (people living on their own income, retired people) and from students.
When is the tasa 790-012 paid, before or after filing the application?
It depends on the document. The EU citizen (EX-18) pays the tasa before the appointment and submits it together with the application, since the certificate is handed over on the spot. The non-EU family member (EX-19) usually pays it after a favourable decision, when booking the appointment for fingerprinting and issue of the card. Can I apply for permanent residence before the 5 years?
As a general rule 5 years of continuous legal residence are required. There are limited exceptions (for example, retirement or permanent incapacity of the worker, or death of the EU citizen in certain circumstances) that allow it to be obtained earlier.
