Legal basis and things to bear in mind

Framework: art. 32 RD 2822/1998 RGV + art. 75.3 RDLeg 6/2015 LSV + RD 818/2009 art. 25.
Legal deadline: 15 calendar days from the change. Fine under art. 75.3 LSV: minor offence of 80 € per vehicle (with voluntary payment within 20 days: 40 €).
KEY RISK: DGT notifications sent to the old address are considered VALIDLY notified (art. 90 RDLeg 6/2015). Appeal deadlines (20 calendar days) run from that date even if the owner does not receive them.
The change of address is independent of the change of vehicle ownership (use cambio_titularidad_vehiculo if you sell the car).
Vehicles under leasing/renting: the owner is the financial company, not the user. It is the financial company that must communicate the change.
Companies: the change is signed by the legal representative with a valid power of attorney.
No DGT tasa - free procedure.
Multiple vehicles: a single declaration covers all vehicles belonging to the same owner.
The driving licence is not physically replaced due to a change of address; it is recorded in the DGT database and the receipt can be downloaded in the miDGT app.
After changing your address with the DGT, it is also advisable to update: empadronamiento (Ayuntamiento), AEAT tax address (use modelo_037 with address modification type), bank, mutual insurance and insurance company.
