The story in 30 seconds

A 24-hour general strike has been called across Spain for Wednesday 11 November 2026. Under Real Decreto-ley 17/1977 (Royal Decree-Law 17/1977), a worker who joins it has the contract suspended that day: no salary and no Social Security contributions, but no penalty and no replacement by outside staff. The BOE of 7 November (BOE-A-2026-23370, BOE-A-2026-23371 and BOE-A-2026-23372) sets minimum services for fuel, electricity and wildfires.

Key points

  • 24-hour general strike on Wednesday 11 November 2026, from 00:00 to 24:00 (in workplaces with shifts, from the first to the last shift of the 11th), called among others by CC. OO. and UGT, covering private-sector and public-sector staff.
  • Strikers are not paid for the day and stay in 'alta especial' (special registration) with Social Security, with no contributions from employer or worker (article 6 of Real Decreto-ley 17/1977).
  • Striking cannot lead to any penalty, and a dismissal for that reason is null under article 55.5 of the Estatuto de los Trabajadores (Workers' Statute).
  • Employers cannot replace strikers with outside or agency staff: the Spanish labour offences act classes it as a very serious infringement.
  • At petrol stations, the minimum service is 20 % of the registered sites in each affected comarca (district), under Orden TED/1179/2026.

Key dates

  1. Minimum services in the BOE

The BOE publishes orders TED/1179/2026, TED/1180/2026 and TED/1181/2026 with minimum services for oil and gas, electricity and wildfire fighting.

  2. General strike

Nationwide 24-hour general strike, from 00:00 to 24:00 on Wednesday 11 November 2026. In workplaces with shifts it starts with the first shift, even if it begins before 00:00 on the 11th, and ends when the last shift finishes, even after 24:00.

  3. Challenging a dismissal

If you are dismissed for joining the strike, the claim against the dismissal must be brought within 20 working days of the dismissal (article 59.3 of the Estatuto de los Trabajadores).

What has the BOE published about the 11 November general strike?

The BOE of 7 November 2026 publishes three orders from the Ministry for the Ecological Transition setting minimum services for the general strike: Orden TED/1179/2026 (oil and gas), Orden TED/1180/2026 (electricity supply) and Orden TED/1181/2026 (state wildfire-fighting resources). According to these orders, the strike is nationwide, runs from 00:00 to 24:00 on 11 November and has been called by CC. OO., UGT and CGT, among other organisations. In workplaces with shifts, the strike starts with the first affected shift even if it begins before 00:00 on the 11th and ends when the last shift finishes, even after 24:00, according to the strike notices quoted in Orden TED/1180/2026 and section six of Orden TED/1179/2026.

The call covers all work activities, in both the private sector and the public sector, across Spain. Minimum services for each sector are set in their own orders or resolutions, so each business should check the one that applies to its activity.

For fuel, Orden TED/1179/2026 sets the minimum service at 20 % of the filling stations registered in the Ministry's census, calculated by comarca (district), and keeps natural gas transport and distribution facilities running.

Do I get paid and pay Social Security contributions if I strike?

No. Article 6.2 of Real Decreto-ley 17/1977 states that during a strike the employment contract is suspended and the worker has no right to a salary. The employer deducts the pay for the day not worked; the exact calculation depends on the pay structure and the applicable collective agreement.

Article 6.3 adds that a striking worker remains in 'alta especial' (special registration) with Social Security, and neither the employer nor the worker has to pay contributions. In other words, the worker stays registered, but no contributions are paid for that day.

Anyone who does not join the strike works and is paid as normal: article 6.4 requires respect for the freedom to work of those who choose not to strike.

Can I be penalised, dismissed or replaced for going on strike?

Exercising the right to strike does not end the employment relationship and cannot lead to any penalty, unless the worker commits a disciplinary offence during the strike (article 6.1 of Real Decreto-ley 17/1977). Dismissing someone for joining the strike breaches a fundamental right and is null under article 55.5 of the Estatuto de los Trabajadores (Workers' Statute); there are 20 working days to challenge it.

While the strike lasts, the employer cannot replace strikers with workers who were not linked to the company when the strike was notified (article 6.5). Spain's labour offences act classes that replacement as a very serious infringement, as well as replacement with staff supplied by a temporary work agency. The Tribunal Supremo (Supreme Court) has also held that covering those posts with staff from other workplaces or other job categories breaches the right to strike.

There is no need to give notice either: according to Constitutional Court judgment 45/2016, a worker has no obligation to tell the employer whether they will join a strike, and the employer has no power to ask.

What does the employer have to do on 11 November and afterwards?

The employer must guarantee the minimum services set by the order for its sector and, where appropriate, name the specific workers who will cover them before the strike starts. Anyone named for minimum services works that day and is paid as normal.

Afterwards, the strike must be reported to Social Security. The official table of inactivity types in Sistema RED (the Social Security electronic filing system) of the Tesorería General (the Social Security treasury) includes codes for full strike and partial strike, reported through a registration change for each worker who joined it, so that no contributions are charged for that day.

The employer must also respect peaceful publicity for the strike and fundraising without coercion, which article 6.6 of Real Decreto-ley 17/1977 grants to striking workers.

How we help with the 11 November strike

If you have employees who join the strike, we prepare each worker's data change in Sistema RED with the full or partial strike code, so that no contributions are charged for them that day. You sign the authorisation on your phone and we file it on your behalf with the Tesorería General de la Seguridad Social (the Social Security treasury).

If you have been penalised, dismissed or replaced for joining the strike, or if you are the employer and face a complaint or a claim, we review the case, agree a written quote with you before starting and handle the conciliation claim, the complaint to the Inspección de Trabajo (labour inspectorate) or your defence. Frequently asked questions

Do I have to tell my employer that I will strike on 11 November?

No. In judgment 45/2016, Spain's Constitutional Court stated that a worker has no obligation to tell the employer whether or not they will join a strike, and that the employer has no power to find out. Notice of the strike is the responsibility of those who call it, not of each individual worker.

How much will be deducted from my pay for one day on strike?

Article 6.2 of Real Decreto-ley 17/1977 says that during a strike the worker has no right to a salary, so the employer deducts the pay for the day not worked. The exact amount depends on the pay structure and the collective agreement. On that day neither the employer nor the worker pays Social Security contributions, although the worker remains in special registration.

Can I be dismissed for joining the 11 November general strike in Spain?

No. Joining a strike cannot lead to any penalty unless a disciplinary offence is committed during it (article 6.1 of Real Decreto-ley 17/1977). A dismissal for that reason breaches a fundamental right and is null under article 55.5 of the Estatuto de los Trabajadores, which means reinstatement with back pay. The deadline to challenge it is 20 working days.

What happens if my employer has named me to cover minimum services?

A worker named for minimum services must work on 11 November, because those services secure the essential activities set by the authorities. The contract is not suspended and the worker is paid as normal. Refusing without good reason may be treated as a disciplinary offence, which is the exception that article 6.1 of Real Decreto-ley 17/1977 allows to be penalised.

Will petrol stations be open during the general strike in Spain?

Yes. Orden TED/1179/2026, published in the BOE of 7 November 2026, sets the minimum service at 20 % of the fuel stations registered in the Ministry for the Ecological Transition's census, calculated by comarca (district). The same order keeps natural gas transport and distribution running, and Orden TED/1180/2026 sets minimum services to guarantee the electricity supply.
