Legal basis and things to bear in mind

Discounts IN FORCE in 2026: 42.5% for the vulnerable consumer and 57.5% for the severely vulnerable consumer, off the PVPC. They are set by art. 1 of RD-ley 7/2026 exceptionally from 1 January to 31 December 2026. The 65% and 80% figures still in circulation were the 2024 extension and are not in force. If that extension lapses, the rates of art. 6.3 of RD 897/2017 return, which since 28-01-2026 are 35% and 50%.
The income threshold is not a scale by number of members: it is 1.5 times the 14-payment IPREM, plus 0.3 for each additional adult member and 0.5 for each child (art. 3.2.a).
If a special circumstance applies, the multiplier rises BY 1, once only: disability of 33% or more, gender violence, victim of terrorism, dependency of grade II or III, single-parent household with at least one child, or electricity-dependence (art. 3.3).
A severely vulnerable consumer is one below 50% of that threshold. There are also two thresholds of their own: 1 times the IPREM via the minimum-pension route and 2 times via the large-family route (art. 3.4).
Receiving the Ingreso Mínimo Vital confers vulnerable-consumer status on its own, with no income check (art. 3.2.d).
Risk of social exclusion is NOT a 100% discount: it is severely-vulnerable status plus co-funding of at least 50% of the bill by social services. What it adds is that the supply becomes essential and cannot be cut off (arts. 4 and 20 + art. 52.4.j of Ley 24/2013).
The discount only covers energy up to the Annex I limit: 1,587 kWh a year for one or two people, 2,222 for three, for minimum-pension pensioners and for two people where one is a child, 2,698 for four, and 4,761 for five or more and for large families. Anything above that is billed at the plain PVPC, and unused energy from the previous twelve months carries over.
Deadline: ten working days from the complete application to communicate the outcome (art. 8.2), not fifteen. The fifteen working days in art. 9.1 are the rule about which bill the discount lands on.
Renewal: two years, renewable, and the supplier gives notice TWO MONTHS in advance, not fifteen days (arts. 9.2 and 10.1). For large families the discount runs for as long as the certificate is valid (art. 9.3).
Only on the PVPC + your main home + 10 kW or less.
