Health card (regional TSI / European TSE): how is it filed?

Which documents do you need?

Legal basis and things to bear in mind
- Framework: Ley 16/2003 (cohesion and quality of the SNS) + RD 183/2004 (TSI) + RD 1192/2012 (insured person/beneficiary) + EU Regulation 883/2004 (TSE) + Decision no. S2 of 12 June 2009.
- TSI vs TSE: the TSI is regional and gives access to healthcare in Spain. The TSE is European and gives access in the EU/EEA/Switzerland during temporary stays (tourism, studies, occasional work).
- TSE validity: 2 years. CPS: 90 days (a temporary substitute when the TSE will not arrive in time).
- Timescales: TSE up to 10 days by post, CPS immediate at a CAISS, TSI 15-30 days depending on the region.
- The Basque Country and Navarre use their own regional bodies: Osakidetza and Osasunbidea respectively. The INSS does not issue the TSE for residents of these two regions.
- The procedure is free (no fee). Some regions charge a symbolic fee for a duplicate TSI after loss (5-10 €).
- Change of region: the new region issues its own TSI and the previous one is automatically invalidated. There is no formal 'transfer'.
- For foreign nationals with limited cover (art. 3 ter Ley 16/2003): a full TSI is not issued, but a specific document for emergencies, minors and pregnant women.
- After the TSI: a family doctor is assigned automatically and, for children, a paediatrician at the health centre serving your address.
